This guidance, as well as a host of other information, provides further clarity on how the legislation will operate in practice and confirms that event organisers will be expected not only to assess terrorism-related risks, but also to implement proportionate and reasonably practicable procedures to respond to potential incidents. These include measures such as evacuation, lockdown, and effective communication with staff and the public.
For larger events, additional security measures will be required to reduce vulnerability to potential threats.
While the legal duties are not yet in force, the publication of this guidance marks an important step towards implementation. Organisers should now begin reviewing their existing risk assessments and emergency planning arrangements to ensure they align with the forthcoming requirements.
