Martyn’s Law – What It Means for Steam Events

Martyn’s Law (also known as the Protect Duty) is forthcoming legislation designed to improve the safety and security of the public at venues and events. Named in memory of Martyn Hett, who was killed in the Manchester Arena attack in 2017, it seeks to ensure stronger preparedness and proportionate protection measures against terrorism.

The law will apply in tiers, based on the size and nature of an event or venue. While we are still awaiting full government guidance, it is expected that event organisers will, in due course, be required to prepare a terrorist risk assessment. This structured process will help identify possible risks and set out reasonable, practical steps to safeguard the public.

NTET Consultation: Tackling Terrorism Site Risks

To help steam event organisers prepare for the forthcoming requirements of Martyn’s Law, the NTET is launching a new consultation: Tackling Terrorism Site Risks.

This consultation invites organisers to share information on site-specific hazards and potential risks that could, under certain circumstances, give rise to a terrorist threat or incident. Many of these risks, and their mitigations, are likely to be common across events, so pooling knowledge now will help the whole sector to be better prepared.

By contributing, you will help build a shared resource to support the development of terrorist risk assessments across the steam event sector. This early collaboration will give organisers time to review their own events for 2026 and refine practices ahead of the full implementation of Martyn’s Law in 2027.

The consultation will run from September 2025 to January 2026, providing an ideal opportunity for reflection and planning during the quieter winter months. While the NTET is outlining suggested steps for event organisers to consider, this information does not constitute advice. It remains the responsibility of each event organiser to determine the most appropriate actions for their individual event. The NTET’s role is to assist you in making those decisions.
